Since the rewards are for turning in a stack of missives which don't have a level range associated with them, I moved the rewards down to the bottom.

Ahh so the rewards are based upon your level when you turn the stack in? Makes sense then. Would be nice to still be able to designate a level range of the rewards somehow. I know some people like to see the rewards possible for missives in a given area before they head there (at least, from the chatter I heard in region chat over the weekend).

I have a feeling that the rewards may be zone based and not level based (after all, there is only so many levels supported in the zone. I got a set of level 16 greaves at level 11 or 12, so I am not sure how smart the reward system is.

well then, I also got 2x level 16 shoes (the ones I linked on the 3rivers missive page) at level 16/17. So it must be per zone then and not level based. So then, it seems the way the page is setup now is perfect
