Waylay bugged?

I don't see any effect from using Waylay and get no chat feedback when clicking on it... anyone else notice this?

To use this power, you need a group member at side of monster.

I am having the same issue with it. It no longer says it is a positional attck like it used to, and when I click it it just does nothing, no message saying that someone needs to be behind or flanking the target.
