I was able to answer my own question. I do not believe it is level-based, I believe it is quest-based. I am playing a dwarf and when I finished off the Gwatrak leader, I was told to "Spread the Word". So I had to talk to two captains at two different towers, then talk to the commander at B Cleft. He directed me to the sergeant by the statue and he directed me to my warrior trainer. All of this was quested. When I finished the quest, I received defensive stance. I know I spoke to all of these people at level 6 without any effect. The only way to prove this definitively would be to try this at level 8 without killing the leader and see what happens.

I can confirm that Thestran Humans can complete this quest from the Dwarfs at Bordinar's Cleft. The quest is called Blah Blah: Defensive Stance* and I was able to complete it in less than 5 minutes at level 8. The quest giver is the Warrior trainer, unsurprisingly
