Kill the little Ksavari rat-things. That's what my DE did when she needed to get the guards in Khal to stop killing her.

Seriously though, depending on your faction it'll most likely be 200 or 350. I can't remember if the DE *needed* 350 or if that's just what I heard and what I killed -- in any case, the scientific way to tell right now is to /showfaction and look at the real (not dynamic) value -- you need better than -8000 (or maybe equal to / better than). -8001, you're a dead kitty. -7999 and al-Bob is your uncle.

Ok, that means you need another 186 and you'll be golden.
Playing a Dark Elf is a nice, quick way of getting to know factions, especially if you decide you want to live on Thestra. Course Goblin and Orc works too.I may only have needed 200 -- I didn't actually check, because I'd only just read that we needed 350 or so to get rid of most KOS flags. Those mobs were 8 levels below me, dropped like flies, and got me about 25s in junk loot; not a bad haul for a couple of hours (she's a bard, she kills quickly). I do know that even with Bordinar's Cleft it was only 200 -- by then I was actually checking.

Once you have gotten your first faction update for Khal, use /showfactions to see your "Full" faction with the city. As was said, you need -7999 to be safe (one point per kill).
I know most of the KOS factions were changed to be less onerous a while ago so you may only need 201 kills.
