Last time I played with my Psioncist, I was not able to cast it upon others.

I’m not too sure but I think a dev did mention that illusion could have some uses to alter factions like the way the original everquest enchanter could do with their illusion forms.

As far as I know, Psioncist are the only class that could cast invisibility on others.
