I think that it would be a great idea to have tiered raiding, small raids, consisting of 2 or 3 groups, 12-18, medium sized raid targets of 4-5 groups, 24-30 people, and large scale raid targets of 8 groups, 48 people. 8 groups is a nice even number. I am thinking that these raid targets would only produce rewards if you had raids the size needed or smaller, or it could be coded like Naggy from EQ1 where the raid is kicked out if the qualifications arent met.
