hmm,.. Only time i have seen those, are when devs summoned them for themselves..
unless your thinking of a quest item dummy.

He's in the underground section. He's either in the merchant district or the dark academy near the monk and rogue trainers. Can't remember which.
Edit: Scratch that. Just when in to confirm and he's not there. He's either broken, been moved, or been removed. I know he was there last week. I've been crafting and diplomatting... kept running by him.
