I'm not a dev, but I would believe they should be seperate, as by playing on Test you are basically beta testing patches for Sigil before they hit Live.

Also take into account that you are limited to 8 (i think) Characters and with test you get another full 8 to play with,. so the 2 houses thing would not be a huge leap to achieve.
