Yep Ive seen that before. Ive sen that in other places to. The etxtures also seem to change depending on what angle you look at them from.

I've seen other texture issues, but not that one. Freaky pic. Like Vanguard on drugs or something.

You might want to /flush and see if that fixes it. It's an odd issue, I've had it happen before and if I remember that's how I got rid of it.
