I'm sorry to say, it has been so long I forgot where I saw them...
I never bought one for my main (he was too poor and stayed on T1 mount until he did Shadowhound quest.)

I doubt he's ever going to come back to check, but there's a Camel vendor and his lovely assistant in the center of one of the turtle-infested pools in Tauthien Delta, nort-west of the western Angkoer bunker I think.
