Yes you can BUY the horse at any level, but you have to be level 10 to ride it.

Up until end of beta and maybe early release? you could ride it as soon as you could afford it (usually 7th-8th for me except my Halgarad guy in beta, 10 for him)

Now from what I read on patch notes, seems the Varanthi free (was ez quest in beta, a mere <5 mins of time) you can ride at 7th. In BETA that horse was also lower speed same as Diplo, but I think it had +5 stability then to make up for it - but they ARE the horse ppl...)

You can buy a horse at any time, but you can't ride even the lower tier ones until adv or crafting level 10 (maybe also diplo 40?). It's not a change I liked, but it's also one that was in the works for ages, so it was hardly a surprise when it went in.

Tawar Galan is due west of Ca'ial Brael, on the coast, and a very safe run. If you can get there, however, you can also get to Khal, where the only vendor with multiple Tier 1 horse colours that I know of resides.
