If you are having issues logging into your character, this info from Elrar should be of assistance.

Hello!

There are a number of players who are unable to login to their characters please follow the following steps exactly in order to receive assistance.

1) Restart your computer
2) Log back into Vanguard
3) Attempt to log in to your character
4) If a restart DID NOT correct your issue please create another character on the SAME server as the character you cannot log into.
5) Use the /petition command, select the Category as Character issue.
6) Fill out the petition, you MUST use your main characters name in the petition, GM's will be unable to assist you if you do not provide the name of the character that you cannot log into.

Please note that this is a manual process, and it may take GM's some time to be able to process the request. We apologize for this inconvenience.
