Only problem with the digital version is I'm not sure you get all the goodies you get with the pre-order physical box version. Though the digital should be more convenient, but in the end it's up to you what is more important/practical.

To answer the question:
Yes you can use a EU version on a US server. I am assuming you can get a EU version right? Or is it the EU version you have been having a problem getting?
