That's faction. When you spawn and your fellow Dwarf smacks you down at your newbie trainer, that's FFA. But yeah, it's unlikely that you won't be able to group with people in different factions. Hopefully, though, you won't be able to visit everyone's city (and live) without a ton of work on your part.
