This made me happy.

The second group of skills are a little harder to find. These skills are gained through quests, or some mechanic other than simply going to your guild master for training. You may be forced to battle a true master for the right to learn what they have to teach. You may need to observe a specific NPC executing the skill or ability (and your capacity to understand and learn the skill would be based on your perception). The point to this group of skills is that they are above and beyond the core class skills. You don’t need them per se to play your class effectively…but they sure help. Only those players who actively seek out quests and opportunities will find these quests, and their benefits. Gone are the days where someone can raise to the highest levels of performance in their class simply by slaying mobs and grinding experience levels. To gain the premiere skills of your class, you’re going to have to demonstrate you can do more…and it would be safe to assume that these skill quests will require you to demonstrate proficiency in your chosen profession
I love the fact that you have to search for ways to improve your character. This will seperate the good players from the bad pretty quickly. All those players who are in a rush to get to the top are only hurting themselves. I found this here

Nice.

However, there's no mention if it will be random, similar to experimentation in crafting. Therefore all anyone has to do is visit their nearest spoiler site, see what people did to get a certain skill, and repeat it.

Re: This made me happy.

Its unlikely a spoiler site will be able to help people out to the degree we're used to. Perception is expected to be a MAJOR part of Vanguard and many of the things mentioned above will only be possible if you have the proper perception level and are traveling at the proper speed to find them. This is similarly true in combat. If you cant comprehend what the enemy is doing then you wont be able to learn from them. Also many quests will only be available to people with a certain diplomacy skill. So in general its going to be more involved than going to a spoiler site. You might be able to learn the last step you have to perform to get the skill but all the other pre-reqs might be entirely unknown.

True... one thing I am wondering though is how this is going to work. I mean, will it be possible to just max out your perception skill and be set? I am expecting it will be a little more involved than that... but still. I am hoping that Perception isn't going to be as simple as a static attribute on your sheet.

Words can't express how sad I was when Brad said that although they wanted perception to play in to noticing dungeons, that's not likely to happen at launch. Alas.

Ok, found it. In responce to this comment:

Brad says this:
I did allude to that in an interview, although looking back at it I think I came off too strongly (as in that will definitely be part of Perception in Vanguard at launch), when it's not; rather, it's what we'd like to see and what seems to be a logical extension and natural evolutoiin of the Perception system. I apologize if I miscommunicated here -- I'm usually very careful about managing expectations and clearly defining what we're confident we'll have vs. cool ideas we'd like to see implemented at some point, but it's harder to do this in video interviews and you also never know how such interviews are going to be edited.

When you say noticing dungeons I assume you mean... "your out running through the wilderness and bam, you notice a dungeon that you hadn't seen before..." Just wondering

Yeah, something like that.

If a dungeon entrance is hidden behind a pile of rocks, or something. I know it's been said that perception will play into noticing mobs... if youi're going too fast you won't see some of them and whatnot... I was all stoked about the idea of having dungeons work the same way.

Bye bye spoilera! Can't just look up where Ultimate Dungeon of Uber Gear Dropping Mobs is, if you don't have the perception to know it's there! mua ha ha ha ha

But, alas.

Ahhh. That's a neat idea... to bad it won't make it in at launch.
