I dunno, it's kind of an odd thing. I mean... how is anyone in town going to know about you slaying a layer full of gnolls in a remote location unless someone was there watching you? Maybe something uber like killing a local boss mob, say a giant or a really troublesome troll or a dragon or something, but that's as far as I'd like to see it go. I don't want to be congratulated every time I complete a menial quest.

Its the same magic that quest givers in the city use to know if youve killed 10 rats in the sewers or whatever

I would like the town criers to announce when you've returned if you've actually done something amazing. For instance...in WoW when a horde kills Rend and returns a quest or something along those lines, the guy he returns the quest to yells over the area to congratulate that person on "blah blah blah".

Same thing in Westfall for alliance when they kill Van Cleef in the Deadmines. You get this yell and everyone's supposed to cheer for so-and-so who has made the land safer...etc.

There could be more of them, but only actual cool stuff, not just...

"Welcome back Sir Hagen Dawz! I hear you were slaying rats by the dozens this afternoon! Job well done, I shall dub you rat guy. Three cheers for rat guy!"

It would seem unnecessary to say the least for the embarrassment mr ice cream would be having.
