Re: optimization
Your office computer has a 1950? Sweet!
I'm assuming by server boundaries, you're talking about chunk lines My first suggestion is to go in your .ini and make "UseSound" equal false, then try playing and see if that helps a great deal. What detail level/texture level are you playing at? Lowering the texture level can help your HD not have to load so many new assets at chunk.

Re: optimization
I have 2.5 gigs of ram, and an AMD dual core 4400 processor and I only have to wait like 2 secs at chunklines, with settings on Highest Quality. With my old machine I only had 1 gig of ram and I can't remember what processor but it wasn't a dual core and even on Balanced my chunk times were right up there with yours.
Other than the previous post, If you don't mind buying some hardware, I'd get another Gig of ram first, before the processor as ram is cheaper than a dual core processor. TigerDirect.com is a good place to buy parts, reasonable price and fast delivery, never had a problem with any of their hardware. Just thought I'd throw that out there. :P
