I have a system slightly below his spec and I get 40-60 FPS outdoor, 20-40 FPS in town at 1920 res. CPU load is at 2/3 on a X2 4800, both cores at the same load.
I use very conservative settings though, overall rendering set to 5, most eye-candy low or disabled. Probably I could get more without a high impact to frame rates. EDIT: I'm not sure about a 1920 res on 17". Very high DPI. btt, if you use a really huge wide-screen, the default UI will make you actually turn your head to be able to see all info. It adds to visual immersion, but you might want to pull the UI elements to the center. For Dip and Crafting, a large screen/res is extremely helpful.
