Necro action bars

When a necro has Abomination up there is an action bar that deals with Abomination actions...it is movable and you can place it anywhere you want. However...the Sneer and Graft icons seem to be attached to the regular action bar. When your bar fills up and you want to add another (through settings) the new action bar is either covered by or covering the Sneer/Graft bar. Is there a way to disconnect these icons and move them around?

Go into settings and select Layout mode. You should be able to move lots of things around then.
