I got him! I got my first horse tonight.
Tonight, I dinged 11 in game, had 49 copper short of my mount, so I did a work order (with my brand new collectors edition artifacters cloak, that has pockets.. which btw: SIGIL YOU ROCK FOR THAT CLOAK!), and shortly thereafter I had enough to get him:
 Myself, my untrained grey horse, and my lovely collectors edition artifacters cloak.

I got Jeric's Hero Card and the cloak was an awesome red cape that totally matches my outfit to a T

Very cool, well done. I got Diplomats cloak but the claim thingy wasn't working on the EU server.

I got the Red adventuring cloak from the CE game. I just wished it had a hood to go with it. |

Are you show 'show hood' is not unchecked in the Interface part of settings.
Sorry if you already tried that, no clue if you ever looked at those and what the defaults are so figured I'd check  My crafter one has a hood and I lower it when crafting and leave it up if I step outside..no reason...because I can?
