Shield of Fear Bug

Just hit lvl 26, When I apply shield of fear, and still have questions on how exactly the block % works...but anyways

I constantly getting spammed Shield of fear cant be applied to me because the minium lvl is 36

(its in the combat tab)

I can confirm that it works at 36, and that it doesn't work until 36.

I have posted this bug on the forums and also /bugged it in game. It's been this way since the change was made to have Shield of Fear scale with DC I believe.
