There is an undercover task master in the Southwatch area outside the Heartsworn gates to the undead area. Believe he gives finishing work orders.

Has anyone found any other "Undercover WO" NPCs? Bear in mind my definition of these are folks who have WOs for all classes and not just one or 2. They give much more XP per combine and tend to list items in "Batch" but its only 3 combines instead of the normal 5 from a batch....
The 3 I listed are clear examples of these and the difference between them and normal ones that we encounter every day.... The Undercover ones also hand out both Finishing and Refining WOs. I would love to see a list fo these start developing not just for lvl 5-15 as these seem to be but onwards too.

I've just done a few from the undercover taskmaster in Mekalia and so far (for 'B' quality white WO) he only gave cash rewards. I will check it out more tomorrow.
