Crafter Factions questions

I am currently a 15lv Outfitter/Leatherworker.
So I know that you need X amount of Continental Faction to do the tier quests.
(I think its around 100 Continental Faction per tier for that continent)

I am wondering if the city specific Artisan Factions (ie: Rindol Field Artisan, Bordinar's Cleft Artisan, Martok Artisan) needs to be a certain amount in order to achieve certain things like the tier quests.
I currently have at least (at a minimum) 150 Artisan Faction for each City Artisan Factions in Thestra.

My current goal at this time is to level up on each crafting Outposts in all 3 continents in order to gain Continental and City Artisan Factions.

So I know its 100 Continental Artisan Faction per Tier per Continent.
Is there a needed amount for each City Artisan faction to accomplish certain achievements?
If so what are they?

I found (not 100% though) that I needed the corresponding faction in a city to learn recipes from them. Whether this was correct or not, I'm not sure.

For the continental style quests, you just need to not be KOS in the cities which you visit for the quests (I was -7995 to the dark elves with no change in their artisan faction and succeeded just fine for the tier 1 quest).

I assume there are other quests that may (now or in the future) have faction requirements.
