Your response covered my unknowns about the outpost near Razam (somewhat) that may potentially give Ahgram Artisan faction. Prior to reading this post just now I had found the outpost yesterday, (or perhaps the day before) and also discovered, to my dismay, that you are correct, it only supplies Hathor Zhi faction.

The other two areas that you've mentioned are well known to me and they do not have anything useful there, persay. There is Infineum at the Shidreth Mining Camp, but of course, that's not what I'm looking for

Sword, thank you as well. Unfortunately I am well aware of the Wiki and it's information (as one of the contributors ). I was hoping that others who haven't contributed to the Wiki may have more information, but I did not expect them to. This is typical for me, since I tend to be one who runs around discovering things like these. :P

So, as always, now I know where not to look, I will continue to search in other areas. I would be confused if Qalia did not have an outpost for Ahgram since it is considered the capital city, is it not?

I notice that Ahgram and New Targanor both lack outposts to up their factions. I wonder if it is just that they are not involved in the continental style quests so that simple factioning may not as necessary.

Back to the original question, could the lack of WOs be due to level restrictions rather than faction?

I may have your answer for you as the outpost i have been crafting in to get continental faction, i think is also giving me ahgram faction at the same time for compleated work orders...im not 100% sure it is ahgram faction im getting but im leaving work in 10mins and will let you know either way when i get home.

Edit: Sorry it was Khal artisan faction i am getting at the outpost. It's right near Ahgram so i thought i was getting that also...
