Tier 3 Weaponsmith, recipe for Balanced Hilts

I am lvl 23 weaponsmith, and either I've lost my mind and cant remember how I recieved the last 2 tiers for balanced hilts, or they are missing in action. I tried to get the recipe both on thestra (faction 500+) with artisans there, and on my home continent of kojan. Niether place has them. Back to what i was referring too earlier, is this skill gained through skill in your class or by recipe through the instructor like all other parts of the craft. I know that as you get better in your skill you can craft more of an item, but I could have sworn that initially you buy the recipe and are able to craft atleast 1 item. then over time you gain on that 1 to 3 and eventually 5.

Am I crazy or is this a known issue.

You should have been able to purchase Balanced Small Hilts already. Balanced Large Hilts don't come until level 25.

So I assume that it's not available as of yet. I dont see the recipe for any hilts on any instructor as of yet. The kojan instructor where I'm from does'nt have any hilts and i can see recipes through lvl 28. Hope they patch them in soon.

Do you see any primary components that require those hilts? Also, have you done the apprentice quest?

Yes, I have completed the quest and I have the ability to make dagger blades and mace heads. I have the iron banding i think is what it is, but no hilts and no hafts for maces and hammers either. If I remember correctly. I have done both the quests neccesary to get all of kojan iron recipes and thestran as well. I am getting the primary finishing recipes and the refining ones, but not the secondary finishing recipes.
