Copper Breastplate really only 24AC?

I seem to recall a patch note in the last few weeks saying something about "fixing" chestpiece values. This morning, hubby made a Copper Breastplate and at B-grade it has a measly 24 Armor, which for heavy is ludicrous - especially considering the vendor stuff at 40 copper is somewhere around 40. A week or two ago my outfitter made a leather chestpiece that was similarly peasly - 12AC or something, with no useful stats to speak of. I just trashed it and thought no more about it, mainly because I don't play her much.

Can anyone confirm whether these chest values are bugged, whether he should simply aim for an A, or whether there's something else going on we can't figure out? Seems awful low to me. :-\

i make med.. but there's a big jump between and B and an A grade when it comes to AC, usually about double i've seen.
