+1 i also was attacked by bears near Leth Nurae and had to kill 2 of them level 5 critters and got me some mangled.

Hubby and I have experienced the same thing - the Ursagor near Leth Nurae drop mangled, as expected. The bears near Tursh (behind the Western Watch Barracks, I think) seem to drop ratty. I can't see how this can be anything but a bug - speaking of which, I wonder if the recent patch fixed it.
