"Can't do that while flying" bug
I know some of us have had this show up, and it is weird. Here is what I was doing when it occurred to me.
I was running along and attempted to launch into the air. Just after launching I hit the top of a rock, which is supposed to be like landing on the ground. I immediately attempted to launch again and couldn't. Tried to dismount, and that is when I got the error message. Hope this helps. I wasn't chunking or using a portal of any kind.
