The restriction is that the EE of the item must be less than 20%. It's not a simple level difference because I think it varies with the quality of the gear.
I've noticed that EE seems to drop 3-4% per level, so if you look at the current EE on the item you can get some idea at what level you will be able to use it. |

I wish they would let you equip an item as long as you had the EE to pay for it. Of course, I am sure they found that open to abuse, but one can wish can't they?
I am one level from being able to wield my shiney new personally crafted breastplate because it is at 20% EE right now. I have the 20% to pay, but since it has to be less than 20 I can't equip it. I really like the EE system, I just wish the cap was your total percent only not a per item cap AND your total percent.
