Diplomacy Container

After reading the update notes recently, I have been trying to find out more about how/where to go about getting a diplomacy container. I asked several times in-game and the only response I was able to get was that they are quested. However, when I asked who gives out the quests, I got no reply.

So, my question is...are they indeed quested and, if so, who do I have to talk to (and where) to get the quest?

It is disappointing that the one I got (courier pouch) doesn't go in that slot, even thogh the icons are identical...

The bag that you get from the newbie diplomacy line was intended to be an additional pack (to go along with the one your character gets on creation.) The Informants Valise will only hold diplomacy information, clothing, and consumables.
