Question about Civic Diplomacy in Tursh

In addition to my problem withthe horse quest I have a question about Civic Diplomacy. I figured that since there was a black sheild above Lord Tannis's head that maybe (although being level 43 shoudl be high enough) I wasnt a high enough level yet for the quest. So I thought I would do a bit of Civic Diplomacy to raise my level from 43. Well I talk to the Civic trainer in the Tursh Town Center and he gives me two quests. One of them is to learn the basics of Civic Dipo. It says to talk to the trainer to learn the basics. I figured it would be like the first dipo quest where you parley with the trainer a bit and it explains how it works, only thing is, he has no Parley and nothingto tell me, so I go to my original dipo trainer thinking thats who they meant to talk to and he doent have anything to say either. So although I want planning on doing Civic Dipo I am now confused about this as well. Please help, and thank you in advance for any help you can give.

It is all done with the diplomacy trainer. It's been a while, but I think you follow a bunch of dialog chains rather than a bunch of parleys.

Swordmage is correct. You can just run through the dialogue trees with the civic trainer to learn about civic dip. After that, just do the Information quest. The other quest (Introduction) is the "parent" quest. You won't be able to complete it until you complete the 3 subquests. Information is the first subquest.

For that quest, you can collect any 2 hearsay from any station NPC, despite what the quest text might say. So once you get 2 blackmail or 2 arcana, etc. go back to the civic trainer and the quest will update. Turn in that quest and you will get another subquest. Complete that and you will get a 3rd subquest. Complete that and then the parent quest will complete.
