Problems in Tursh, Horse Quest

If I remember correctly, in the dialog before you get that quest you find out that your adventuring or crafting level isn't high enough yet (10) and that he has something for you to do in the mean time.

ack! I have to be level 10 *and* have the 40 skill? Much Sadness I was hoping to get the horse on the skill alone so I could meet up with the Tagg-meister and finally work on leveling *sigh* Off I go to recall land
