Patch Question: Bag quest -> Factions fixed?

Were the 'double' hits on choosing smugglers 'fixed' or were they deemed to be correct, jsut confusing because broken into 2 500pt dupes?

Besides bumping this question ;P while looking for the answer on other forums since posting this, I have read mentions of something like "when altars are added in" etc in reference to dip and I have NO clue what those are or what they mean.

Did I miss a patch note or state of the game etc? Devs speak about it like it is common knowlege in their posts.

To be honest, I'm not sure if the double XP hit for the faction is fixed. I haven't read anything about it and it might of been fixed without a word.

As for the 'altars', I'm not sure if these will be added in still. Here is the info I found on them:
