LN civic cannot train? 43 skill

I don't understand why my trainer does not have anything for me to explain the civic diplomacy. I just got the 2 quests from the civic diplomacy guy in LN and he told me to go find my instructor. My instructor does not help me in anyway to complete these quests.

If anyone has done the LN line and got the first tutorial, who did you go to to complete it?

I think I have to pass this or I cannot parley anyone

One thing I noticed in Tursh is that the wording is a bit strange on that statement to talk to your instructor. It is the Civic Diplomacy Instructor that is being referenced; everything can be done right there.

The only trainer you need to speak to is the civic trainer. Do the Information quest. Completing that will complete part 1 of the Introduction quest. The civic trainer will give you part 2 and then part 3. Complete those and then the Introduction quest will be complete.

He is saying he cannot finish the "Information quest" since none of the npcs will parlay with him because he is not high enough.

Our questions relate to finding out what "because he is not high enough." means.

Is it a presense req or is he trying to parlay with lvl 100 or 300 npcs ;P

He needs to parlay with a 50 or 75 skill NPC and get 2 pieces of info to continue.

You should get an item of diplomatic clothing for one of your quests that will give you enough presence to allow you to talk to the gaurds and such. If you missed/skipped that quest you will need to finish it, also you need to equip it. The lowest skill level in civic is 50, but you can handle them at 43 just need to work your startegy.
