Civic information items

ok been grinding civic diplo for the last week, getting alot of information and as i parley with higher skilled npcs i am starting to get information of the same names of others but there icon is a bottom half of a scroll instead of the top... this is annoying as they do not stack with the other ones.

Am I missing something? there names are exactly the same but a different icon, is there any difference at all to these two types? haveing stacks of 2 kinds of every information sucks!

(to make sure this is clear this is not about the info grade hearsay,rumor ect this is about haveing "hearsay of blackmail" with an icon of the top part of a scrolls, and "hearsay of blackmail" with icon of the bottom part of a scroll)

perhaps, looking closer the ones with icons of the top part of a scroll say crude information about XXX

the ones with the icon of a bottom half of a scroll say significant information about XXX

wonder why i have never heard anything about tiers of information before as i started seeing these on skill 100 civic NPCs

was not aware of any tiers, thought the grades of information where like there tiers lol. wow this is going to take allot of room for 2 teirs of information (gathering a ton before i turn them in)

my hubby wum told me about this the other day...

bascially with each tier, as i understand it, the level of information changes, so he was sweet enough to give me all his old and unusable info(he's 215).. tho it coulda been he just needed a lot more space lol

so now i have another question, since i am getting the second tier infos does that mean now or soon all my first tier ones will be useless? meaning i wont be able to even turn them in (closeing in on skill 100 so need to know this is 100 is the cut off point) god i hope not

You can turn in any tier of information at any level. The tier of information is just a measure of the tier of gear you will get from the turn in. Only tier 1 and 2 gear is in right now. Here is a good writeup on how information works:

As Cey was saying I gave her what I had left over of crude information.
Since I am grinding tier 2(and very soon tier 3) the crude information i had left over was just taking up valuable pack/bank space.
