I think they need to make it a lv 7 mount them make the quest for it a little easier (but still challanging) The stats could remain the same as most would upgrade at lv 10 anyway.
That would in effect make the thing a little less useless and make room for other quests at higher levels that could grant items to boost your skills or even give abilities that are only available while mounted.
