maybe add card levels so that you have to be a certain level in diplomacy to use the card similar to using a piece of equipment for adventuring?

I think trading cards is a bad idea (other than perhaps dropped cards in their unconsumed form--if there are any).

To me, the cards are like your spells and abilities. Things you earn that reflect your advancement of your craft. They make you unique and are a sign of how far you have traveled and how much you have learned. If you stay in your home area all your life, you won't have the diversity of cards you might get my traveling and becoming part of the larger political and social landscape of Telon.
