So is the diplomacy feature going to allow you to, let's say, flatter an NPC or perhaps offend one? I suppose I am still trying to figure it out myself.

From what I read my best guess is you will have an option when interacting with a NPC to use your diplomacy skills. What information or concessions you obtain from this interaction depends on your skill. A quest giving NPC will give the quest to all without invoking Diplomacy although using Diplomacy you might get extra guidance.
The other options involve gaining access to places but bullying, bribing, or pursuading NPC's to allow you access to locations or to gain status. I think I read that there will be diplomacy quests as well. |

Aye I remember reading that some quests will only be available to people with certain diplomacy skill levels which sounds good to me.

It also sounds like they are still making some major tweaks to the system so until thats done its hard to say how much more or less complex it will end up being.

Definately a cool feature if done right. Though if done wrong, could be a huge pain. Heard nothing but bad things up until a revamp, and since i've read/heard nothing ~naturally
Another one of those features I can't wait to see, as the idea of having a reason to hang around town is appealing.. As i'm lazy sometimes.
