I too voted before I read the responses, and voted for exp debt, level gain(EQ2) but after reading the responses I think EXP loss, level loss is best. I remember in EQ1 not taking any chances after I just leveled(after I learned the hard way what happens). It does make you think a bit more about what you are going to do.
