Having been one of those law enforcement types for a number of years, I can state with absolute honesty that I would have been caught just as flat with that answer, and I've gotten it a couple of times. It's been my experience that the answer received is inversely proportional to the blood alcohol content at the time of the question.
Funny but true story: I stopped a gentleman one night for breaking the rear end of his Camaro loose at an intersection one evening. After running him down for about a mile and finally getting him stopped, I asked the general questions I usually asked before getting to the real investigative parts of a DWI arrest. It should be noted at this point that I was working for a small police department in extreme NW Missouri (10 miles to Nebraska, 20 miles to Iowa). I noticed Arkansas plates on the vehicle and an Arkansas license in his wallet (which hit the floorboard 3 times before it was handed to me). When I asked how many he'd had, the response was "A couple." When I asked where he was headed, "Home." When I asked how far that was, I got the response, "A couple miles down the road."
The breathalyzer showed a BAC of around 0.25 or so.
