OK here's the deal. I abandoned the quest. started from Marcus again. When I get the Thistle the only thing initially offered is the Interview, after winning the interview (which fills in the bottom 3 steps of the quest) I am given a chance to have new forms given to me, which I guess should be the filling out the forms 3 times. That should complete the quest, but when I ask for new forms and get them nothing is updated in the quest. the top 3 steps stay unchecked.
