I am not sure this is the problem you think it is. Gold sellers are in the business of getting a high amount of gold per hour to sell, not to get the most for each piece farmed. It isn't in their best interest to have a lot of over-priced stuff on the broker.

That said, I have seen the EQ2 economy work pretty well when spells and other stuff required harvested rares that anyone could get. There were some on the market at "reasonable" prices and most crafters would charge a reasonable (to both parties) fee for the combine when using a customer's rare item (in fact, EQ2 now has a secure crafting window that allows the customer to provide rare and non-rare raws to the crafting process without losing control of them).
