OK, the "Thestran Commission for Guild Halls" does not recognise any of the information that I have, and the "Kojani Sanction for Guild Halls" recognises the 12x Significant Rumor of Blackmail, and either 1x Vital Rumor of Trends or 1x Essential Rumor of Trends that I have.

I now have a suspicion that these quests require information from a variety of different tiers.
