First off, head over to Misthaven Crossing. You'll find Hilsbury Manor within this chunk, clearly marked on the map as the large structure in the middle of the forest. Fight vampires in the Manor until you are afflicted with "Curse of the Vampire". You will recieve a message stating that you have learned a new skill, and it will appear as an ability in the 'General' tab of your Abilities window.

Now that you're cursed, head into the Manor itself via the front door, and take a left. Cross the anteroom and head into the Dining Room, and move to the wall on the right side. Click on the wall, and a panel will slide back revealing a secret room, in which you will find the quest NPC you're looking for.

(Note, you can travel into the manor and get the quest on a single cast of invis, without fighting any mobs. You can get out with similar ease.)

Accept his quest: "Keeping the Curse (Group)", and head due south of Hilsbury Manor. You'll eventually run into the vampire hunters' camp, and milling about here are the Cured Villagers that you need to kill. They are 3-dot level 25 mobs...very easy kills, don't seem to be social. Slay ten of these and return to the quest NPC in the secret passageway in Hilsbury.

He will reward you with 20,000 exp and a new ability: "Vampiric Form". It will be in the 'General' tab of your Abilities window.
