Kick and Shield Bash both do not activate the global cooldown.
So if you are using a shield, you can Myr Gift->Kick->Shield Bash (if kick fails)->Decimate...
That's preferrable, because if you use any skill that triggers the global cooldown you miss the crit on Decimate and lose out on a lot of damage.
This assumes you are using a shield, of course.
