Actually, it does work that way, but it is really very flaky in a way. Try to run a few tests yourself, pull 2-3 mobs, and concentrate on fighting 1 mob exclusively, ignoring other mobs on the pull (good idea to have a 2nd tank in group). When you have raised DC on your mob to level 3-4, quickly click on other mobs that you have pulled - they sometimes have a debuffing icon of DC of 1 level lower than your active mob, sometimes they do not.

I am not sure how they base the judgement whether to spread DC application among entire pull, or put it solely on the mob you are fighting. I guess every mob needs to be in a "active aggro" mode towards you. I am not even sure what it means, I just dubbed it that way for myself. Usually if sm1 pulls, and I snatch 1 mob out of the crowd, DC doesn't spread. But if I pull, concentrate on 1 mob, and my friends grabs the rest, that's when DC applies to every1 mob on the pull. This is tricky as $hit, and in addition, soon as your high DC mob dies, DC gets wiped from every mob nearby that got it, which again totally sux, and just forced DRK into offtanking role to raise DC on 1 mob and keep it alive till the very end of a brawl encounter.

Also if you got 1 mob at DC5, and you take another mob at DC4 (that dc is transient from DC5 mob), and start hitting the DC4 mob, CONGRATS! you restarted that mob's DC from 1 and up. Which is just FFS bs.
