1) It does not give you the ability to block 100%....it increases your block value BY 100%. So if you block for 20%, when you hit bleak foeman you block for 40%. That's why the upgrades to bleakfoeman are block 140%, 160%, etc.
2) The damage shield (symbol of suffering) kind of sucks and I don't use it for tanking. I use Symbol of Despair, like most people, which is the one that stuns.
Does the stun add hate? Very little likely. In general in this game, utility abilities add very little hate. Snares, debuffs, etc. With the exception of charm and mez.....mobs don't really care what you do other than healing and damage. Personally I think this is a stupid system, but currently that is how it operates.
