Yes there is something wrong with it.
I posted this in one of the other bug/issues thread but the entire line needs to be 'increased in effectiveness' again.
You ALWAYS have to cast it multiple times for it to work and basically by the time you get it to work the time spend has negated any advantage that would have been gained from using it in the first place.
