it starts in wardship of the moon. you have to have certain levels of FULL faction in order to be able to make the different tiers of armor. i'm trying to remember exactly what those levels are, but i'm not sure since it's been a while. i think it was something like 2000/6000/12000 for each tier of armor (tier 3 being shoulders, legs and BP). there are quests you can do to raise faction (mainly killing bloodhowlers) and you will also get faction for killing in the vol tuniel and thesaleen dungeons where you will be farming armor and quest pieces.
armor pieces are random drops off of just about anything that gives you +wardship faction, including bloodhowlers, trogs, trash outside of VT, anything in VT and thelaseen.
if you look on the armor pieces, they will have 3 words, such as "sar zelga vurm". this corresponds with the candle, rune, and tome you need to complete the armor piece. candles are tradeable and are random drops in vt and thelaseen. runes drop off of names every time, and randomly off of everything else. tomes are ground spawns in vt and thel, with certain books being only in vt and other books (mainly for your t3 pieces of armor) being only found in thel.
so the process is grinding in vt and thel, hoping you get the armor drop you need during the course of said grinding, farming names for runes, farming/buying/trading for the candles you need, and running around VT and thel for your groundspawn books.
once you have the armor and 3 quest pieces to make it, you need to have the appropriate level of faction and then you can go to the quest dude in wardship and he will give you a caustic fluid thing when you talk to him. there's 3 different causting fluids depending on your tier of faction. you get the kind you need for the armor piece(s) you have, and then you go to the giant clickable orb near thelaseen.
the orb is guarded by 4 nasty golem type dudes, so you need to have a friend aggro them and pull them away from the orb. then you run up to the orb and click on it and it will make your piece of armor for you so long as you have all the required pieces. you have to click it for each piece of armor you make. you will also get a bit of xp for each piece you make.
the weapon and shield are a seperate quest line done at max faction, so i'm not gonna get into that. you can also turn in armor pieces you don't need for additional faction to the same dude who gives you the caustic fluids.
i was pretty dissappointed in most of the MOP armor. the ac is nice, but the stats flat out suck for how much time is involved in aquiring the full set. i personally feel only tier 3 pieces are worth it (legs, shoulders and BP). the other pieces are eh. CIS/kronus helmet and bracer > MOP. boots of the turtle fiend are much better than MOP. gloves, belt and arms are so-so.
