If you are referring to what I think you are referring to, that is a self-only encounter-specific counter. While we have "Dreadful Countenance," other classes have their own combat duration counters. I don't know what bards call it, but when playing one in beta they have one that would increase the power of their attack stance.
The results of that counter vary by class (ours increases the debuff we affect our opponents with, and increase the power of several of our skills and stances, for instance).
Everyone should benefit from the DC debuff that is on the mob (since it is a debuff like any other debuff), but DC itself does not increase defense and such -- our stances and skills to that, and are just tied to our class-specific counter to determine how powerfully they do that. A warrior tanking in our group should not gain any benefit from our personal counter, because he is not using our AoD stance and other skills, which just happen to be affected by our DC level.
